With the update to Rockstar Launcher, some mod makers on gtaforums first obtained codes called Unreal for GTA III, Vice City and San Andreas. These codes prove that the game has been re-drawn with Unreal Engine. And if you remember; Take-Two on behalf of Rockstar Games had asked a mod maker to remove the GTA San Andreas on unreal engine, which even modes it for just one YouTube video. Both of these situations partially clarify this rumor.
